Senior delegations are already en route to Abu Dhabi. Russia, interestingly, is sending an all-military team led by General Igor Kostyukov, head of military intelligence. Despite all the diplomatic activity, a fundamental divide remains: territorial control. Russian forces currently occupy a significant chunk of Ukraine, roughly 20% to be exact.
