Canadian Sikh activist Moninder Singh is living under a cloud of fear after receiving a "Duty to Warn" notice from the Vancouver Police Department (VPD) regarding a credible threat to his life. Singh, who heads the Sikh Federation of Canada, suspects the Indian government is behind it, a chilling echo of recent accusations and escalating tensions between Canada and India.

The VPD confirmed they sometimes issue these warnings when they uncover credible threats, but understandably, wouldn’t comment on the specifics of this particular situation due to the ongoing investigation. A police spokesperson stated: "From time to time, the VPD conducts what is called a ‘Duty to Warn’ when we receive information regarding a threat to someone...I can’t comment on if any ‘Duty to Warn’ incidents happened over the weekend as there would be an ongoing criminal investigation associated."
Singh, a vocal advocate for Khalistan and a critic of India's human rights record, believes the threat is intrinsically linked to the Indian government's alleged involvement in transnational repression within Canada. He argues that India uses criminal organizations operating in Canada to carry out politically motivated attacks, a serious accusation that has been gaining traction.
"India uses criminal syndicates, gangs in Canada, to carry out their dirty work for them," Singh alleged. "India taps them and then they go out and carry these political assassinations out." It's a pretty damning statement, and it comes at a particularly sensitive time.
Adding fuel to the fire, these developments coincide with reports that Mark Carney, a high-profile Canadian, is planning a trip to India. This perceived re-engagement with India by Canadian officials is particularly concerning given national security reports outlining Indian government involvement in foreign interference, disinformation campaigns, and transnational repression within Canada. The RCMP has previously linked the Indian government to the Bishnoi gang, alleging they collaborated in attacks against political opponents. This includes the 2023 assassination of Hardeep Singh Nijjar, a prominent Sikh leader, outside a Surrey temple. Authorities believe Lawrence Bishnoi, currently jailed in India, orchestrated the assassination on behalf of the Indian government, with his Canadian lieutenant, Goldy Brar, playing a key role.
Back in October, RCMP Commissioner Mike Duheme accused India of orchestrating a broad range of violent crimes, which led to the expulsion of six Indian diplomats. He stated that Indian diplomats and agents were engaged in "clandestine activities," including intelligence gathering on members of Canada's South Asian community. This isn't just a minor diplomatic spat; we're talking about serious allegations of foreign interference and potential threats to Canadian citizens.
Moninder Singh says he hasn't received any assurances from Canadian officials that these issues have been resolved or that India has promised to cease such activities. He contends that deepening ties with India at this time sends the wrong message, effectively condoning behavior that threatens the safety and security of Canadian residents.
