A shooting incident involving the Cuban Coast Guard and a civilian speedboat has injected a palpable tension into already sensitive U.S.-Cuba relations. What's particularly striking is the notably subdued initial response from the U.S. government, especially considering the incident involved the loss of life and the fact that the vessel was carrying ten people from Florida.

Secretary of State Marco Rubio, who was in the Caribbean at the CARICOM leaders’ summit pushing Washington’s agenda, seemed to choose his words very carefully when reporters cornered him for a reaction. The incident in Cuban waters resulted in four fatalities, including a U.S. citizen. You could practically see him weighing his options before speaking.

"I’m not going to opine on what I don’t yet know," Rubio stated, a far cry from the usually fiery rhetoric we've come to expect. "But we’re going to find out exactly what happened here, and then we’ll respond accordingly." That "wait and see" approach is quite a departure from the often impassioned reactions we’ve seen from various officials during sudden crises. I've been covering foreign policy for years, and this level of restraint is unusual, to say the least.

This measured response wasn't isolated to Rubio; it seemed to permeate both the U.S. and Cuban governments. Even President Trump, known for his pointed criticisms of Havana ever since the arrest of Nicolás Maduro in Venezuela, refrained from his usual inflammatory tweets. Cuba, on its side, emphasized Washington's cooperation in clarifying the events, avoiding accusatory language.

The U.S. restraint is especially noteworthy given the fact that one of the deceased and one of the injured were U.S. citizens. Under different circumstances, this could have been perceived as a major provocation, perhaps even a trigger for something far worse. But at this fragile point in bilateral relations, it seems cooler heads are (at least publicly) prevailing.

The attack, needless to say, has sent ripples of shock and anger through the Cuban exile community. It's brought back painful memories of past tragedies like the downing of Brothers to the Rescue planes nearly 30 years ago, and the more recent 2022 sinking of a vessel in Bahía Honda that tragically claimed the lives of four adults and a two-year-old girl. History, unfortunately, tends to repeat itself, or at least rhyme.

Despite the palpable shock, the U.S. government has maintained a relatively low profile. Democratic Congresswoman Debbie Wasserman Schultz of Florida was quick to point out "the silence from the Trump administration on this deadly incident." The administration's silence, or at least muted response, speaks volumes in itself.

Meanwhile, the Cuban Ministry of Foreign Affairs, via Deputy Minister Carlos Fernández de Cossío, stated that Cuban authorities "have maintained communication" with their U.S. counterparts, including the State Department and the Coast Guard. He emphasized Cuba's willingness to exchange information and noted that "U.S. government authorities have expressed their willingness to cooperate in clarifying these regrettable events." It’s a delicately worded statement, hinting at a fragile attempt to manage a potentially explosive situation. This mutual restraint highlights the delicate dance between these two nations.
