This request is embedded within next year's budget and comes as the new presidential administration gets ready to pack up and return to the historic Cheong Wa Dae compound.

The news comes straight from Rep. Kang Dae-sik, a member of the ruling People Power Party and someone who sits on the National Assembly’s National Defense Committee. He relayed that the ministry briefed lawmakers on the impending relocation of both their offices and the Joint Chiefs of Staff. Apparently, once the presidential office is back at Cheong Wa Dae, everyone else needs to shuffle back too.
To recap, it was former President Yoon Suk Yeol who initiated the move *away* from Cheong Wa Dae back in May 2022. He moved the presidential office to the Ministry of National Defense building in Yongsan, a decision he framed as a break from the "imperial presidency" image associated with Cheong Wa Dae. The idea was to open up the historic presidential residence to the public. I remember the initial fanfare; it felt like a real attempt at transparency and a more "down-to-earth" approach to governing.
Of course, the Yongsan facility underwent a major facelift back then. Think upgraded communication systems, expanded media rooms, and beefed-up security. It was a complete transformation to turn the defense headquarters into a functional presidential hub. Now, all that work is essentially being undone, or at least significantly altered.
So, where's all that money going? According to the Defense Ministry, ₩13.3 billion is earmarked for network systems – think network installations, new PCs, and fancy video equipment for conference rooms. Another ₩6.56 billion will go towards repairing the facilities themselves, and ₩4 billion is simply for the moving expenses. Let's be honest, moving an entire ministry is never cheap.
The National Defense Committee has already given the green light to the request during its budget review for 2026. Now, it heads to the National Assembly’s Special Committee on Budget and Accounts for further scrutiny. It's a long process, but it seems likely the money will be approved, considering the new administration's stated intentions.
The ministry aims to get both the Defense Ministry and the Joint Chiefs of Staff (JCS) buildings back to how they were *before* May 2022, before the presidential office moved in and shook things up. For context, the 10-story building currently housing the presidential office has been the ministry’s main headquarters since 2003.
The current Lee Jae Myung administration is pushing to move the presidential office back to Cheong Wa Dae before the end of the year. A ministry official stated, "A detailed inspection of the building has been difficult due to presidential office security, but we requested the necessary budget in advance to prepare for relocation. We plan to reestablish the Defense Ministry and JCS offices as they were before May 2022." The wheels are definitely in motion.
